Our School Board is led by an independent Board of Trustees, the School Board oversees the school's operations and ensures that it's following its mission to help students learn and grow.
Board President
Read BioDavid N. Taylor is President & CEO of the Pennsylvania Manufacturers' Association, the statewide trade organization representing the manufacturing sector in Pennsylvania's public policy process. With over 25+ years at PMA, Taylor is the association's chief spokesman at the state Capitol in Harrisburg and in the media. He is editor of the PMA Bulletin and host of the statewide television program "PMA Perspective" on the Pennsylvania Cable Network.
A frequently sought guest and commentator, David is also the host of "Capitol Watch", a twice-monthly news and commentary program on "Lincoln Radio Journal", which is heard on more than 90 radio stations across Pennsylvania.
David is chairman of the Pennsylvania Leadership Council and a member of the American Enterprise Institute's Leadership Network. He serves on the boards of directors of the Pennsylvania Manufacturers' Association, the Pennsylvania Steel Alliance, the Foundation for Free Enterprise Education, the Business-Industry Political Action Committee (BIPAC), and the Lincoln Institute for Public Opinion Research. He is the immediate past chairman of the Pennsylvania Coalition for Civil Justice Reform and has completed his term on the executive committee of the Conference of State Manufacturing Associations (COSMA).
Prior to joining PMA, David worked in the United States Senate and the Senate of Pennsylvania.
A native of Huntingdon PA, David is a graduate of Dickinson College, where he majored in History and Dramatic Arts. He is an Elder of the Huntingdon Presbyterian Church and member of Central Pennsylvania MENSA. He lives near Hershey PA with his wife Erica and their daughter Meredith.
David was named Charter School Board Member of the Year by the Pennsylvania Coalition of Public Charter Schools in 2023.
Vice President
Read BioAs an educator who has held a variety of administrative and teaching positions, Mrs. Hawkins Bush brings a broad educational perspective to the Reach Cyber Charter School Board of Trustees. As a trustee, she delivers an expertise in development of curriculum, teacher recruitment, parent engagement, and community involvement.
An active member of her community, Mrs. Hawkins Bush has served on a long list of committees and has assisted many organizations including the Greater Urban Affairs Children and Youth Committee, the Coalition of 100 Black Women, the National Political Congress of Black Women, the Board of Trustees of Cheyney University, and the Black Alliance for Educational Options. She was also honored with an Image Award from the Pennsylvania Black Legislative Caucus in 2015. Gail is a founding board member of Reach Cyber Charter School and served as Chief Academic Officer for two charter schools in Philadelphia prior to retirement.
Mrs. Hawkins Bush earned her bachelor's degree in education from Cheyney University and a Master of Education in Counseling from Antioch University. She also holds a Certificate in Educational Administration from Harvard University and has taken courses toward her doctorate at Temple University. In 2023, Gail was recognized for Lifetime Achievement for her service to the charter school sector by the Pennsylvania Coalition of Public Charter Schools.
Board Secretary
Read BioPaul Donecker, currently retired, graduated from Millersville University and worked in a public school for over 35 years. as a school psychologist. Experiences included student evaluations/interventions, teacher/parent consultations, and drafting comprehensive evaluation reports. During his school career he was active in local, state and national education associations. Other work experience included private practice as a licensed psychologist working with a variety of state agencies and parents requesting evaluations. Paul has also been involved with other organizations such as president of the local chapter of Exceptional Children, president of Lancaster Lebanon School Psychologist Association, and Easter Seals, IU13 Adult Ed. It has been a major shift coming from a brick and mortar background and now working in the cyber world. It is a shift he has found to be exciting and challenging. Since retirement, Paul continues to enjoy golfing and spending time with his family of thirteen.
Board Treasurer
Read BioMarcella Arline retired as SVP, Chief People Officer for The Hershey Company in 2007. She had previously served as VP, Quality & Regulatory Compliance; Plant Manager, Reese Plant; as well as several other management positions in her almost 30-year tenure. She previously worked in Quality Assurance for Planters after starting her career in food safety with Eberwine Bros, Inc. She is a graduate of Virginia Tech, with a BS in Food Science & Technology. Mrs. Arline currently serves on the Board of Directors of Capital Blue Cross and as the Learning Coach for her grandson, a current student at Reach Cyber Charter School.
Board Member
Read BioDr. Alexander is a graduate of Messiah College. Upon graduation he matriculated at Millersville University and earned a degree in Clinical Psychology and practiced for 12 years. During his time as therapist, he studied under Dr. Salvador Minuchin, considered by many to be the father of Systems Therapy. Being troubled by God's Spirit to return to his first love, he resigned from practice and entered seminary. He earned an M. Div. from Wesley Theological Seminary and served 28 years as a United Methodist Pastor. In 2007, the United Methodist and Anthony parted ways and he joined and was confirmed in the Episcopal Church. Anthony joined St. Stephen's Episcopal Cathedral where he served as LEM, member of the Vestry, and Teacher in the Adult Forum. He completed his doctoral work at United Theological Seminary with an emphasis on attracting persons in their addiction and those who were newly recovering. This was the birth of the Sojourner Truth Group Ministry. He has been married to Lenore Haas Alexander for over 3 decades and has raised blended children, a set of grandchildren and now two great-grandchildren.
Board Member
Read BioLeigh Anne Kraemer-Naser is the Director of Applied Studies and an Instructor of Early Childhood Education at Northern Pennsylvania Regional College (NPRC). Prior to NPRC , she was the owner of Curriculum Solution Center, providing professional development and curriculum design for schools and nonprofits. Leigh Anne was also the Director of Curriculum and Programming for The Ophelia Project writing anti-bullying programs for pre-K - 12 schools. She has taught at the preschool, elementary, and middle school levels in both traditional and multi-age classrooms. Leigh Anne is the board president of the Erie Maritime Foundation and a volunteer for Tall Ships Erie. In addition to her board role at Reach Cyber Charter School, she has served as the Reach learning coach for her daughters, Caroline, (alumni) and Charlotte (high school).
Board Member
Read BioMatthew Ryan retired as SVP, CIO US Food & Facilities for Aramark in 2023. He had previously served as VP, Consumer Technology Products and Enterprise Architecture. Prior to Aramark, he served at The Hershey Company for 12 years in various executive roles responsible for IT planning and project management, enterprise architecture, business intelligence & analytics, global security and legal operations. Matt also served as The Hershey Company's first Chief Information Security Officer (CISO). Prior to The Hershey Company, Matt was an adjunct professor at La Salle University, where he developed and taught curricula in digital forensics. He also served in various technology and security leadership positions at INA, General Dynamics, Verizon, GTE Government Systems and Vance International. Earlier in his career, Matt was a police officer in Anne Arundel County, Maryland. Matt is a US Army Veteran and a graduate of the US Army Airborne and Ranger Schools. He received a BA in Government and Russian from the University of Notre Dame and a MS in Management Information Systems from Bowie State University. Matt lives with his wife, Michele, and their family in Derry Township, PA.
Board Member
Read BioRalph Woodard oversees financial functions for Capital and its individual operating units, directs all fiscal activities and treasury functions, and advises executive management on strategic financial matters. He spent nearly five years as CFO for Blue Cross of Idaho, and nearly 14 years with Blue Cross Blue Shield of Tennessee serving as treasurer, chief risk officer, chief accounting officer/controller and CFO of numerous subsidiaries. An Alabama native, Woodard earned an accounting degree at Auburn University and an MBA from Vanderbilt University in Tennessee. Woodard is a tennis enthusiast. He and his wife Kelley have four children.

American Rescue Plan
Section 2001(i)(1) of the American Rescue Plan (ARP) Act requires each local education agency (LEA) that receives funding under the ARP Elementary and Secondary School Emergency Relief (ESSER) Fund to develop and make publicly available on the LEA's website a Safe Return to In-Person Instruction and Continuity of Services Plan, hereinafter referred to as Health and Safety Plan and a Use of Funds Plan.
